I carry my two babies around and my neck seems to always be out of alignment. Is there a proper way to carry them that is easier on my neck and back?

My two babies are too young to walk when we're in public, and short of pulling out the heavy duty double stroller each time, Im not sure what is the best way to keep neck and back from hurting. I find myself trying to juggle a diaper bag, purse, keys, phone and babies. By the time I finish my errands, I am very tense and have neck pain. As a 5'2" mom, what can I do to strengthen my muscles so that I CAN carry my babies without harming myself?
